Joe Whalen

Managing Director


Joe is the Managing Director at RPS leading our service offerings to clients, he is an experienced Engineering Project Manager with a proven track-record in delivery across all project lifecycle stages. Joe’s combination of Client, Consultant and Contractor experience across development, design, delivery and bidding enables him to interrogate project requirements and understand stakeholders’ needs. This leaves Joe well-placed to respond proactively to project changes and technical requirements.

Joe’s pedigree includes his tenure with Network Rail, Crossrail and Major Contractors including Morgan Sindall as well as his time in engineering consultancy.


Richard Gannon

Director, Projects


Richard is the Director of Projects at RPS leading our offering of project services.

Richard is a multiple award-winning rail project manager specialising in managing complex interfaces and requirements on major multidisciplinary projects as well as leading PMO teams with a focus on change control and risk management.

Richard has successfully led projects for clients including
Network Rail, HS2 Ltd. WSP, Sener and VVB.

Ed Brain

Director, Project Management Office


Ed is the Director of PMO at RPS leading the team in our PMO offering to clients.

Ed has extensive experience working in and developing multinational PMO’s in the UK Rail Industry. Ed has lead a number of major and minor schemes across the country covering Planning and Schedule Management, Planning Systems Management, Reporting, Enterprise Risk Management, IT Business Improvement and Information Management.

Ed’s experience covers a range of disciplines including Signalling, Civil Engineering, and Station Improvements. Ed joins RPS from Morgan Sindall where he was head of PMO for the UK Rail Division.

Michael Bradley

Director, Operations


Mike is the Director of Operations at RPS and
works across all of our service offerings.

Mike is an experienced Senior Project Manager with extensive experience managing multi-disciplinary projects with a particular focus on delivering complex civil structures.

Mike has led complex multidisciplinary projects for companies such as Morgan Sindall, Network Rail, Transport for London, Taylor Woodrow and Balfour Beatty.

Chris Shaw

RPS Partner


Chris is a Partner at RPS and offers valuable support and guidance as required across all service offerings.

Chris is a motivated and flexible Senior Project Manager with over thirty years’ experience in the development and delivery of rail schemes of all sizes. His freight (EWS) background gives him particular strength in understanding the needs of TOC and FOC organsiations where this industrial knowledge is used to identify the full spectrum of project needs and ensure that they are implemented safely, on-time and to-budget.

Chris’ project experience spans major engineering schemes such as the Brent Cross redevelopment, Peak Forest freight scheme and the Market Harborough line speed improvement. More recently, Chris has been Project Manager for the past two years on the Midland Mainline Electrification project focussing on operational and maintenance aspects of this crucial programme. 

Joe Brain

Senior Commercial Estimator


Joe recently joined the team as the Senior Commercial Estimator at RPS and works across all of our service offerings.

Joe started his career as a modern apprentice in 2007 and has since gained extensive industry knowledge of tendering on a vast range of highways, rail and heavy infrastructure projects for both Tier 1 and Tier 2 contractors.

Joe has undertaken multiple lead positions around Early Contractor Involvement and tender negotiations with clients including Network Rail and Highways England to provide accurate and transparent costings.

Joe joins RPS from Morgan Sindall where he was Senior Estimator for the Rail and Electrification business.

Jake Clarke

Project Manager


Jake is a Project Manager at RPS and assists us in our Project Management and PMO offering to clients.

Jake’s background in bank management demonstrates his ability to build consensus and lead teams to identify and deliver shared outcomes in intense customer-facing environments. Bringing this experience into the UK railway industry ensures his skills of requirement identification, stakeholder management and customer focus are used to their full potential.

In-particular, Jake’s experience of change leadership in an operational environment brings a particular skill-set to RPS. Jake has been working with tier-one contractors helping support bids and develop technical submissions since starting with RPS and has been developing his railway project management skill-set with our wider client base.

Douglas Sheppard

Graphic Designer

Douglas is the RPS graphic designer responsible for all the designs for tenders bids and Organisational charts. Douglas portfolio of work now includes VVB, Network rail and he continues to progress with his designs with other Clients grabbing people’s attention through his quality and attention to detail.

Douglas has helped with designs for HS2 bids and works across the UK. His Organisation charts are highly rated and he has produced many graphics including flow charts, info graphics and more. He has a great Portfolio and has built RPS’s website along with the branding and look.

Adam Cooklin

Precontract Coordinator


Adam is a Precontract Coordinator at RPS working working with the tendering team offering precontract services.

With a degree from Loughborough University Adam offers a unique perspective on the existing railway industry. Adam is vital in supporting our clients on bidding activities whereby he manages bid portals, undertakes technical writing and facilitates risk and opportunity workshops.

By working on precontract work Adam has gained invaluable experience of the rail industry and will continue to add value to the business.

Lizzie Palmer

Junior Project Manager / Bid Writer


Lizzie is a Junior Project Manager / Bid Writer at RPS and works across our Project Management and Precontracting service offerings.

Lizzie has a firm background in rail having previously worked for Network Rail’s Infrastructure Projects team. Despite her young age Lizzie was coordinating the complex delivery of live projects on active sites across the East Midlands route and received praise for the professional approach she takes to project management and for her focus on taking stakeholders on the project journey. 

Ben Grantham

Project Management Assistant


Ben is a Project Management Assistant working within the Midlands as part of our Project Management service offering.

Ben is highly experienced in retail and construction logistics with a strong background driving efficiencies to increase productivity and performance. Ben is skilled in various systems and processes that he brings to the rail industry to add further value to our growing client base.
