Joe Whalen

Managing Director

Joe is the Managing Director at RPS leading our service offerings to clients, he is an experienced Engineering Project Manager with a proven track-record in delivery across all project lifecycle stages. Joe’s combination of Client, Consultant and Contractor experience across development, design, delivery and bidding enables him to interrogate project requirements and understand stakeholders’ needs. This leaves Joe well-placed to respond proactively to project changes and technical requirements.

Joe’s pedigree includes his tenure with Network Rail, Crossrail and Major Contractors including Morgan Sindall as well as his time in engineering consultancy.

Richard Gannon

Richard Gannon

Company Director

Richard is a multiple award-winning rail project manager specialising in managing complex interfaces and competing stakeholder requirements on major multidisciplinary projects as well as leading PMO teams with a focus on change control and risk management. Richard has successfully led projects for clients including Network Rail, HS2 Ltd, WSP, Sener and VVB and is currently working within West Midlands Trains leading their Third-Party Projects.

These high-profile projects include the multi-million-pound deliveries of Birmingham University Station, Perry Barr Station and Watford Junction Station in line with WMT’s Committed Obligations and key delivery dates ahead of the 2022 Commonwealth Games in Birmingham.

Jake Clarke

Jake’s skillset provides the foundations to build consensus and lead teams to identify and deliver shared outcomes in intense customer-facing environments. His experience in the UK railway industry ensures his skills of requirement identification, stakeholder management and customer focus are used to their full potential.

In-particular, Jake’s experience of change leadership in an operational environment brings a bespoke skill-set to RPS. Jake has delivered PMO works for clients such as HS2 and Network Rail, as well as helping tier-one contractors deliver bids and develop technical submissions. Jake’s ability to understand complex workstreams and identify clients’ needs enables delivery of unique works and consistent solutions to our clients.

Luke Jones

Luke Jones

Project Manager

Luke is a Project Manager currently working on the West Midlands Trains commission. Starting out in rail on the New Measurement Train and latterly in Network Rail as a Scheme Project Manager, Luke understands how railway monitoring and maintenance interface with projects and how all parties need to collaborate in a best-for-railway approach.

Tom Donnelly

Project Manager

Joining us from Network Rail, Tom is currently working on a demanding portfolio of tactile platform upgrades across over 100 stations nationwide. Tom works well under pressure where his experience ensures that project commercial, risk, programme and reporting streams all run together to drive programmes forwards.

Shak Munshi

Shak Munshi

Project Manager

Shak started out as an Apprentice on TfL. This gives him a wealth of knowledge across railway operations, maintenance and systems-led areas. Shak is currently working on a Network Rail commission delivering multiple footbridge replacements and strengthenings as well as Maintenance Deliver Unit new builds.

Natasha’s experience in Network Rail involved civil and geotechnical projects. This all changed when Natasha joined RPS and she now delivers multiple time and cost-critical programmes for West Midlands Trains including station improvements comprising significant WiFi, CCTV and other M&E system upgrades

Louise is a rising star at RPS. Her commitment to projects and excellent stakeholder management skills has earned her a reputation for bringing challenging projects back on track. Whether at early or late stages, Louise understands the tools, processes and skills required to deliver successful multidisciplinary scope in the railway environment.

Following a successful career at retail giant Amazon, Ailish joined our business in 2021 as a Junior Project Manager. Ailish has exceeded all expectations and her knowledge of possession planning requirements, contractual particulars and reporting requirements at Network Rail now rivals the most experienced Project Managers.

Becca joined our business following experience with both WSP and Anglia Water. This consultant and client expertise across industries means that Becca knows what processes and tools Clients need to have in order to ensure project success. Becca is currently a Junior Project Manager delivering Maintenance Delivery Unit refurbishments and renewals across a varied Network Rail portfolio.

Prior to joining the team in 2022 Asish’s experience has included working for Oxford University press, and Sochitel managing multiple projects. Asish’s previous roles have required significant engagement with stakeholders to ensure that projects are delivered to budget and on schedule. Asish is currently delivering Solar Project Portfolio for West Midlands Trains.

Chris joined our business shortly after we started in 2017 and since then has been providing advice and ad-hoc support to the Directors to ensure that we have the best information available as we go on our journey from start-up to SME Consultancy. Chris’ background in freight and railway infrastructure spans decades and he brings this experience to bear here at RPS.

Govinder joined us in 2022 when he made the move from law to rail. His tranferrable skills have helped him deliver station improvements on our West Midlands Trains commission and kick-start his time with us.

Prior joining the team in 2023, Ming’s experience included working both in the finance and project management role. Now making the move to rail, his transferrable skills will prove to be useful in ensuring that projects are delivered to budget and on schedule.

Amy Hayer

Junior Project Manager

Upon joining us in 2023, Amy had previously worked within finance, banking, and workflow operations. She has now decided to take the plunge and take on a new role and industry. Her transferrable skills will allow her to ensure projects are delivered within budget and at a timely manner.
